Professional Standards Advisory Committee

The Professional Standards Advisory Committee provides advice and guidance to members on the Code of Conduct for Counsel and can offer advisory opinions when requested.

Dr. Antonios Abou Kasm

Attorney at Law (Beirut Bar) and Professor of International law (Lebanese University and the Lebanese Army Forces’ Colleges). Admitted to practice before international criminal jurisdictions since 2011, and assigned as Lead Defense Counsel at the STL. He is one of the authors of the Joint Code of Ethics for Counsel pleading before international criminal courts (Nuremberg Code) and of legal books and articles. He holds an LL.D (Grenoble University) in addition to academic diplomas and professional certificates (United Nations/UN Fellow, ICRC, The Hague Academy of International Law, Leiden University, Penn State Dickinson Law, ICC, STL).

Paolina Massidda

Paolina Massidda is a member of the Genoa Bar (Italy) since 1994. She is specialised in human rights and international humanitarian law and she holds a master on international criminal law. In her over twenty years of experience, she practised before national and international tribunals, representing accused and victims. Since September 2005, she is the Principal Counsel of the independent Office of Public Counsel for Victims at the International Criminal Court. She is currently representing victims in different cases before the Court. She has published extensively on matters related to international criminal law and the rights of victims. She regularly trains and gives lectures in international criminal law.

Victor Tsilonis



Victor Tsilonis is a barrister, member of the Thessaloniki Bar (Greece) and ICCBA’s Focal Point for Greece.  In January 2019 he was also elected for a four-year term as the alternate member of the ICC Disciplinary Board. As a co-founder of NEWLAW (, Victor rendered NEWLAW, apart from the first Greek law firm offering online legal services, the first Greek law firm capable of handling international criminal law cases. He has written and presented papers in the field of international criminal law, human rights, criminal justice, data protection and prisoners’ rights. Victor is the author of the book: The Jurisdiction of the International Criminal Court, (Springer, 2019), ISBN 978-3-030-21525-5.

Luc Walleyn

Luc Walleyn is member of the bar of Brussels (Belgium) since 1972 and acts since 2006 at the ICC as counsel of victims in the Lubanga case. He teaches international criminal law as a visiting professor at the University College Leuven-Limburg and at the l’Université Libre de Bruxelles. He has published many articles on international justice. In the past, he was lay judge in Brussels, member of the Council of the Bar and President of Advocates Without Borders (ASF).
